Pearl Cruise Leaving NOLA-Question About Drink Package Taxes

I have the drink package for my upcoming cruise going out of New Orleans. I have read a few things that say they charge taxes on the drinks you get with the drink package while you are still docked and leaving port? First, is this true and, if so, I am curious as to why.

 

Second, from what I understand, the trip to sea out of NOLA is a few hours. Does that mean they have to charge taxes for all of those hours while we get to sea?

Florida, Louisiana, Hawaii and Texas all charge tax on any sales made while the ship is at the dock or within the 12 miles limit. The fact that you have already paid for the drink when you paid for the package doesn't have any effect on the fact that you "received goods for a fee" while in the state's jurisdiction.
