Confused about Rosie's open times on Valor

I was just looking through a fun times for a Valor cruise this past October. Under the "Open times" section it states the Lido cafe is only open 7am-4pm. I am assuming this is Rosies. Does that mean there is no dinner buffet option?? and I can't get coffee (hot water for starbucks via) before 7am (unless I order room service)?
