No the tram doesn't go down the pier. There is a trolley car that handles that, no charge.

You pick up the tram in the parking lot on the other side of the cruise pier shopping. It's $3 pp and takes you to roughly where ever along the malecon you wish to go. Just tell the driver. Buy your tram ticket at the kiosk in the parking lot. Drivers don't take money. There are signs directing you to the tram and excursion buses. However, the tram will not stop at Blue Kay or any beach club until Tequila Beach. And it will not go further than Nohoch Kay (you can't get to Maya Chan on the tram). And the tram doesn't take you back to the pier, you'll need a taxi $2 pp.
