Large ship vs. Small ship

Could you shed some light on the strategy behind delaying the large ship builds for several years in favour of building several small vessels (river and yacht)?

Does Crystal believe that an all-small ship fleet may be the way for the future and is testing that notion between now and when the first large ship build is about to begin?
