Speaking from experience, if you cannot go out in the sun for a couple of hours without getting burned you are not using the right sunscreen. ;) I switched to Coppertone Oil Free and no longer have that problem.

 

Having said this, you could reapply during stops during the tour. I am thinking though, if it- the sunscreen- doesn't work, it just does not work. ;)
