Looking at the map here, stop 3 is right across from berth 22 and the main cruise terminal.

Can you buy tickets for the HOHO on the bus at stop #3 or do you need to purchase at stop #1 at Place d'Armes?

Can you buy tickets for the HOHO on the bus at stop #3 or do you need to purchase at stop #1 at Place d'Armes?

You can purchase tickets at any stop if there is room on the bus. We got on at the first stop and when the bus got to the port stop there were more people than seats. I would recommend walking to Place d'Armes to purchase tickets and board the bus. It is an easy walk from the ship.
