what is the latest you can purchase travel insurance?

You can purchase most 3rd Party Policies up to several days before sailing. However, to get the "Waiver of Pre-Existing Conditions" (which I'd recommend getting!) most 3rd party policies require that you purchase the Policy within 14-21 days of booking your cruise; CSA and HTH let you wait until Final Payment deadline to purchase policy and retain the Waiver.
