Is Mid-Nov or Early Dec Too Early?

We are looking at Holland America Buenos Aires-Valparaiso, or reverse, cruises leaving either Nov 17, 2017 or Dec 1, 2017. We are not familiar with weather in the region (yes, we do know it's late spring-early summer) so we were looking for advice from those more knowledgeable. Is that timeframe too early in the season both from a weather and nature (penguin) viewing standpoint? And what are the pros and cons of the itinerary direction, start in BsA or Valparaiso? Thank you.
