Default Taxi tours at the Pier need some more info.

I have read that some people have hired taxis at the pier for an island tour and paid around $15.00 per person.For those of you who have done this, are these taxis always at the pier, are they sanctioned by the tourist board and what does the island tour entail?

I would like to do an island tour in the morning, then spend some time at the beach before visitong downtown and end the day by having dinner at a local restaurant and this taxi tour seems like a good option for independent island site seeing. I will be on the Adventure of the Seas and the ship leaves port at 1:00am.
