You really need to decide what features are most important. Some allow for "cancel for any reason" at 75% refund. Some offer "cancel for work reasons" with certain restrictions. Some allow "cancel for military orders" etc. Are you interested in rental car insurance? Some offer that protection for no extra cost. Are Medical Benefits your biggest concern? You need to look at the policies and find the one most suited for your expected needs. Insuremytrip .com is a great place to compare options. Lately I have used Royal Caribbean CruiseCare as I like the 75% Cancel for any Reason option.

No one on CC can tell you for certain which is the best travel insurance company . You need to determine the benefits, policy terms and rates relative to your needs .

You can compare, Insurance Companies policies, benefits and rates on the following websites.

You should also closely check what your current every-day insurance provides. Many policies cover some of the same things that travel insurance covers. Also check to see what (if anything) your credit card company adds in terms of insurance if you used a credit card to purchase the cruise.

So many people unnecessarily double-insure when they don't need to.

Also, if you have any pre-existing medical conditions you need to purchase your insurance in a very narrow window, 10 to 30 days from the initial payment. That's for hotel, airfare and cruise. Insuremytrip is also excellent place to compare the different policies and see what best fits your needs. It has a compare capability when planning.
