Has anyone done the Cartagena hop-on hop-off bus tour?

From memory, on our NcL cruise, we had to take the ships shuttle into town and caught the Ho Ho bus from there. But that was a Ho Ho bus tour offered by the ship, using the Local Sightseeing Ho Ho bus, so open to others once in the town.

I DO NOT recommend the on & off trolley. First it is a $20 taxi ride there & when we got there NOONE spoke English. Talked to @ 10 different people, even a police officer & no spoke English. Decided jut to go back to the port area & none of the taxi drivers spoke English. Kept showing them out ship card & saying cruise ship. Finally the fourth taxi, the guy said cruise ship so another $20 taxi.
