Why not get a passport and not have to worry about all these rules. This way you can cruise ANYWHERE!!

Passport cards are issued by the Department of State, Not DHS.

Also, it doesn't mention anything about kids. I hope I am correct, but when I checked on the US Passport site, it mentions something about a loophole for 16 years and younger, only needing a Birth Ciertificate. Is this correct?

I wish they would do away with all the exceptions. All it does is create confusion.

I also don't understand why it is so difficult to just get a passport. Solves all potential problems.
