Smile What to wear while touring baltic ports

I have seen a lot of postings on dress code for formal and informal nights on the various boards, but little if anything on what to wear in port on a baltic cruise. Is there anything to totally avoid when sightseeing in the various scandinavian cities and st. petersburg? ARe men and women allowed to wear shorts while visitng the churches and palaces? We are cruising aug 2 on the century, and would love a little guidance.
