The best snorkeling is found in the southwest area of the island, around the Pitons. It is about 1 hour from the port and a taxi will run you around $170US or so, r/t for up to 4 people. Some of the best options are Anse Chastenet, Jalousie Beach, Anse Mamin, Anse I'vorgne and Soufriere propers beachfront. All beaches are public and you can use the restaurant/bar at both Anse Chastenet resort and Jalousie resort.

In the north, nearer to the port, is Pigeon Island, which is about 25-30 minutes from the port and will run you about $30US one way for a taxi. PI is a national park, there is a $5US pp entrance fee. Lovely beach with a nice reef (snorkeling and SNUBA available, SNUBA you have to arrange in advance with Cox & Company) chairs for rent, shade, some old fort ruins, some hiking, and 2 restaurants - an English pub and Jambe de Bois, which serves great local food.

Enjoy!

Which beach has calm waters, great snorkeling and a restaurant or bar

Thank you for the detailed answer. The ride to the sw area is too much money for 2 but closer to port looks promising.
