Any News on cruise terminal in Calica?

In 2013 there was some talk by the media of CCL building a new cruise terminal in Calica which would serve the PDC area. Since then, I've not read anything about it. Has anyone seen any updates? I loved my cruise to PDC and would enjoy being able to go there instead of Progreso.
