Maho Beach & shopping - how much time to allow?

We want to go to Maho Beach to see the planes and maybe have a couple drinks and/or lunch and also want a couple hours to shop in Phillipsburg. Which should we do first? We plan to take a cab both ways and I'm wondering what time we should leave to go back to the ship. I want to allow plenty of time in case there was ever a traffic problem, etc. Our ship departs at 5 p.m.
