Here´s a nice website covering all of Germany. It´s in German but there´s a map showing the river gauges in colors. Of course green is indicating "regular conditions" (only regarding high water, there´s no low water warning on this website). You can also click on the indivudual states of Germany and will be redirected to the state websites.

Again this is only for high water warnings, no low water warnings included.
