I was told if you check with fareviewer and the price is lower than your total cost of trip (I booked ES), you would qualify for a price reduction or OBC. Do they consider the total cost of trip with or without government taxes and fees?

The numbers produced by FareViewer are without taxes and fees so that's what you need to work with, cruise fare only.
