Default Whale watching & snorkeling

Which ports are the best for whale watching and snorkeling? I am an experienced snorkeler so want to be seeing great things.

Cabo
Acapulco
Ixtapa
Puerto Vallarta

Has anyone taken the Sea of Cortez Eco snorkel?
