I have reached out to my pvp but they are on vacation for a while. So figured I could ask here

I am trying to book a family harbor balcony room and an interior family harbor room. I need the balcony room for 2 adults and a teen. When I search for the balcony with 3 people it comes back with no options for balcony rooms in the area. If I add my daughter making 4 I can book a balcony but with 3 people I can not. Is this on purpose or maybe a glitch. We were excited to try the family harbor area so not being able to book has frustrated me.
