They are allowed to operate inside of Maryland waters. I haven't sailed out of Baltimore since 2019, but it was open within a couple hours after we left port. I don't know when they shut down coming back, but, at the latest, they are required to close before they pass under the Francis Scott Key Bridge (closest Bridge to port).

I have never sailed out of Galveston. Anybody have recommendations for a hotel that provides a shuttle to port?

Yes, that's it exactly! If your on a ventilator but still have a pulse, the CDC counts you as recovered.

I'm guessing you dont like/agree with/want to believe these numbers so you attempt these mental gymnastics (insinuating that our top public health agency may be redefining words) that will somehow allow you to align the facts (that the risk this virus poses to healthy people is being exaggerated) to fit your fantasy (that contracting COVID means certain death).- 1

I used goport . com. You can book a hotel and the rate includes shuttles from:
-Airport to hotel
-Hotel to cruise terminal
-Cruise terminal to airport
The rates were relatively inexpensive considering considering all of the transportation it includes.
