Do Holland America ships ever offer discounts at specialty dining restaurants after cruises have started, just to fill empty seats?

How do beverage packages work in the dining room and specialty restaurants? For example, the Signature Package lists a variety of wines. Does that mean that those wines are available to package holders by the glass when dining in restaurants aboard ship? Or bottles of those wines?
