Cuban Tour Requirements

We are taking a Royal Caribbean cruise that has ports stops in 3 different Cuban cities.

Must you have an approved tour for each city or does one approved tour at the first port stop meet the government requirements?

It must have been answered thousands of times by now.

You do not need to take any 'approved' tour to be able to get ashore and enjoy Cuba.

 

Well I guess I missed it 999 time.
