Rijeka to Pula Doable? Worth the time?

Is the time and travel worth going from Rijeka to Pula and back, off a ship? Are there other towns to see in Istria which are closer and easier to do. Should you hire a tour before or are there people selling tours at the port.? Thank you for any help.
