We were on the Cunard excursion bus. We had to pay for that excursion, but it was not much since it was only transport with a stop at the dunes and a long stop in town. You could probably find info on an intercity bus by googling.

We are also interested----visited Swakopmund 3 years ago on a Sunday when almost everything closed--and don't like idea of a bumpy 4x4 with steep dunes

Pls post if you find anything
