From January 1st there will be two operators sharing the Norwegian Coastal Service from Bergen to Kirkenes - Hurtigruten with 7 ships and Havila Shipping with four ships. Hurtigruten will continue its expedition cruise program.

Today Hurtigruten is currently operating 11 ships for Norwegian Coastal Voyages along the Norwegian West coast serving 34 ports from Bergen to Kirkenes. In addition they are operating ships for explorer/expedition voyages to Greenland, Canada, South America, Iceland, Svalbard and Antarctica.

The Bergen-Kirkenes coastal route sails on contract for the Ministry of Transport and Communications. The contract involves daily departures with stops in 34 ports throughout the year. Hurtigruten ships carry almost 300,000 locals and around 80,000 freight shipments in northern Norway.

The Norwegian state subsidies the maritime transport services on the Bergen-Kirkenes route to ensure a satisfactory transportation offer for passengers traveling locally or regionally from port to port, and freight transport in Northern Norway.

In September 2017 The Norwegian Ministry of Transport and Communications published a tender for the 11 day long and 34 ports, - Bergen to Kirkenes - Norwegian Coastal Ferry and Cargo services.

Hurtigruten has a contract for coastal transport until the end of 2019, with an option for another year. It is likely to be declared, which means that the new contracts will apply from January 1st 2021.

To ensure more competition, the ministry has divided the tender into three packages, two with four ships and one package with three ships.
The Norwegian Ministry of Transport and Communications has decided to award the coastal tender to both Havila Shipping and Hurtigruten, which means that both actors receive coastal contracts. Hurtigruten with two packages, a total of seven ships and Havila Shipping with one for 4 ships.

Hurtigruten will rebuild seven ships to meet environmental and emission requirements in the tender. That means hybrid power solutions, including LNG operation. Havila Shipping is going to build four new ships for the Costal Service.

From January 1st 2021 there will be two operaters on the Norwegian Coastal Voyages.
