We were there on 17 September. They say "to dress respectfully". They were not enforcing anything the day we were there. The place was packed, queues to get in, heaps of males and females in shorts and sleeveless tops.

 

The tourists may get away with it in on busy days because of really crowded conditions, but that is not an excuse for disrespecting the Basilique. It is not "what you can get away with" or what can be enforced from a practical stand point, but what is respectful to your hosts and to the place of worship.
