On NCL if you are the one who got a comped room and don't go they say your 'guests' will be charged full fare. Never personally known of anyone that did this.

I just found a year old cruise certificate from CET for NCL cruises. Fine print at the bottom says "Named individual or Casinos at Sea player club member must be present on-board or Norwegian will charge full fare for the stateroom."
