Miami.

I have looked everywhere I can think of with no help. How do I get from the ship in Miami into down town so I can just take a hop on hop off bus? most of the time I do not use tours ,but this time I think I might just be better off by doing one of the tours. Most of the time when a ship docks the tours are waiting on people to get off the ship, this time I do not find anyone who does that.

The HOHO bus stops in front of Bayside which is just on the other side of the arena from the bridge to the cruise terminals.

It's a short taxi ride. I don't think independent tour operators are allowed on Dodge Island, where the cruise port is.

Downtown Miami is easily reached by taxi. I assume you have minimal luggage or perhaps on a back-to-back and don’t have luggage or Miami is just a stop on your itinerary.

some cruise lines offer the HOHO tour & they pick up at the ship & drop off at the airport

Some tour operators are allowed to come into the port . We did an Everglades tour with transportation afterwards to MIA.

You can take a very quick taxi or uber ride to Bayside where the HOHO bus has its main "station" 4-6 min ride.
