Clamshells get priority tendering on Great Stirrup Cay?

We will be on the Epic in March and it's our first time on NCL. I have seen conflicting info. Some people say booking a clamshell is considered an "excursion" and therefore gets priority tendering. Others say that's not true. I was wondering, if it's true, is it worth it or would we be just as well off reserving a tender as soon as we board and therefore hopefully get in one of the first groups?

ANYTHING you pay money for is considered an "excursion", even when it's not! Renting a float is an "excursion". You will simply get on the tender you want, go there and see about a clamshell. If you don't get one, it's not a big deal. Pull a couple loungers under the shade of a tree!
