Does anyone know how the NCL Getaway is getting to Europe in the Spring of 2019 without a scheduled Transatlantic or Repositioning cruise.

She disembarks in NYC for the last time Apr 13, and doesn't start the Copenhagen cruises until May 24, I assume she is going to shipyard during that time. If they haven't scheduled a TA at this time, my bet is that they are doing a non-revenue crossing to get started on the shipyard work before she gets to the yard.

It could be that NCL doesn't have the details worked out yet. That happened to the JADE last year. It was posted with the others and then abruptly canceled in August. All the passengers scrambled to book on a different cruise. Then, in November, they reposted it with slightly different dates. Maybe they don't want to repeat their mistakes.
