It sets up a secure connection from your computer to either a server in another country or with your own or work server.

It can allow one to visit sites that are banned from a certain location, or access sites that are limited to a certain geographical area. I have used it when some country has banned all VOIP, like Skype calling. Or to watch NBC Sports Network (need to be "in" the US to access).

It also protects the data you are sending and receiving.

I use Strong VPN. It is pay (about $50-60 per year), but works well. I tried a couple of free ones and lower cost ones, but they did not work well. And work IT folks recommended this one, including some who live and work in countries that restrict internet access.
