The Pocket Earth IOS App uses Open Street Maps as it's source of mapping data. The App downloads the maps of your choice automatically meaning you do not have to go to the website yourself.

Below is their webpage link. I am not sure how you would use it without an App or GPS device of some sort.

I use Motion X GPS HD App for the iPad. You can download all the maps you need prior to leaving home.

GPS if it can "see" enough satellites. Which can be a problem in cities with tall buildings.

Cell tower triangulation when the GPS is not working.

You can normally tell in Google maps by the size of the circle of uncertainty.

Many cellphone GPS units use cell towers for triangulating there location. They use triangulation to speed up a GPS Fix by telling the device where to look for the satellites.

Sort of.

The phone uses the cell tower triangulation to find out where it is when the GPS doesn't have a lock.

And then the phone tells the GPS where it is to help find sats.

I thought just about all devices had a GPS receiver in them these days. I use OSMAnd on my Android phone. I have the nautical charts downloaded so that I'll be able to monitor our trans-atlantic trips in December. Open Street Maps has a wiki, and the page discussing iOS is:

Are the Navionics charts feasible to use on an iPad for a trans-Atlantic cruise? I, too, would like accurate nautical charts, rather than Google Earth, etc. (as good as Google is).

For you pilots out there, I’m looking for ForeFlight for sailors with trans-Atlantic coverage at a reasonable cost.

I will have Wi-Fi on the boat. I want to track a friend's boat that will dock in Vienna when we are there. Do you know of an Apple App for my iPad that would locate boats in a similar manner?

Try this one, which uses AIS signals. Should work provided the boat has an AIS installed.

Ipads must be cellular capable to have a gps chip included. If you have a wifi-only Ipad and want gps functionality, you need something else.
Otoh an Iphone has a native gps chip and will function without a cell signal...like in the middle of the sea.
