Fishing beaches in Mahahual on my own - legal

Looking to bring my own gear and do some fishing on the mahahual beaches. A friend mentioned that area may be a biosphere and that the reef is protected. ????

 

Anyone have details on if I can fish that area legally?

If not this beach, is there anywhere else in Costa Maya?

 

Also, any type of license needed down there? Thanks in advance!
