Cruise to Cuba - help planning one day tour

My mother and I are taking a cruise via royal Caribbean nov 28th for one day. We are planning on booking a day tour through a tour company but we are a bit nervous with the timing. Royal Caribbean schedule says we will get to Cuba at 7 am and our tour starts at 9 am. The tour company cannot wait if anyone is late and we are nervous we won't have enough time to get off the boat. Has anyone recently traveled to Cuba via Royal Caribbean that can give some advice? It's hard to schedule anything with only one day! Thank you in advance.

Is this a tour THROUGH the ship? If so, you have NO NEED to worry about "timing". They will tell you when and where to meet, and they handle everything.

Not even sure you can book 'private" tours in Cuba now....

No it is not through the cruise line, which is why we're worried about timing. I have done the research on the new restrictions just really need to know how long it will take to get off the boat. I'm a bit weary we'll be cutting it too close!
