We will be in Costa Maya during this observation, can anyone tell me what we can expect as far as business closures or any excursions we should not miss at this time?

Probably business as usual. Costa Maya was built solely for the cruise ships and Mexican nationals are not allowed in except to work. The tours live off the cruise ship pax so I imagine the almighty peso in their case will solve any problem of not working. If you go into the town a few miles south it may be a different story but since they also live off the tourists probably not. Have a nice cruise. BTW I recommend walking quickly through the port and getting a taxi to the town.
