I've been twice and strongly recommend significant time in the water. What you could do is rent bicycles right by the port, take your own snorkel gear, and head down past the airport to the flamingo preserve. Stop along the way to snorkel wherever you please.

Walk from the cruise ship to the water taxi that takes you to Kleine Bonaire, the island just off the port city.

You do not need a reservation or excursion purchased thru the ship.

Take everything you need, as there are no facilities of any kind on the island.

Our ship Emerald Princess would arrive at 12PM and leave 7PM.

 

The ship offers the water taxi excursion to a "no name beach" - I gather it is the sandy part of Klein Beach? The cost of it is $29 person for a total of 3 hours total excursion time.

 

Some where I read the water taxi is $20 per person r/t? That is not much cheaper than the ship's version but with the extra consideration of needing to run on schedule.
