I received OBC from my TA, AND took the diamond balcony discount. I suppose what threw me off in your post was the "or"... Annette~ I could be getting mixed up, but think I read here on CC that they just recently stopped allowing balcony discounts with some Visa points redemptions. Just an accounting difference, but maybe you will luck out in that no portion of the balcony discount is applied to the second person. So the free companion fare (second person) is not combined with the balcony discount, and maybe would be allowed? Please let us know what you find. I guess the good news would be that the Visa Points have a value of $500, the Balcony discount would be just $100... , since it is a 4 night trip within the 6 month booking parameter.
