The Malecon is pretty much the same as any other one we've experienced. We walked it as far as we could, given the heat and humidity. Lots of vendors. Some pushy, some not. LOTS of street dogs. LOTS. If you are an animal lover, be prepared :( A number of people did a bus tour that gave an overview of the area, specifically the rain forest or jungle ???? and gave it good reviews. We now support some merchants in Samana through kiva.org -- we could NOT get any contact info for animal rescue there, so hope that with an increased standard of living for some local people, animal welfare may become benefit to some degree. I had heard that on the whole Dom Rep was a poor country and that some vendors could be pretty aggressive. I don't find any of the HAL tours very appealing, so thanks for the heads up with Terry!
