That's why NCL asks for this on their website when you book there. I have received discounts for both PA and IL in the past. I have no idea as to why they do that, but it happens. PS.. But clearly some cruises can qualify for some form of residency discounts, but not all do. I'm sure it's one of those pricing variables that makes sense to NCL but not to us simple people. Perhaps the cruise line takes a look at their stats and finds that the numbers from let's say Arkansas are dropping and they decide to offer great deals on a limited number of cruises to former pax from Arkansas. The people from Arkansas tell their friends and some of their friends come along. When they get home they tell more people what a great time they had. It could be that simple.
