Premium for balcony over OV?

Looking at some summer 2016 Med cruises and surprised to see that on the UK site balcony prices are around 35% more than OV. (on Celebrity the premium is commonly half that). Is this usual? Does the premium commonly reduce nearer the cruise date? Just wondering why.
