If you rent a car to snorkel or swim on your own, get a good map. As there are areas of the island government owned and do not allow snorkeling, diving or swimming due to damage to coral. Some are marked with little yellow rocks. And there are actually cameras focused on areas that are watched by the park dept. Hefty fines for the snorkelers when spotted. Yes, they will come after you.;)
