Grand Turk Ultimate Land and Sea Excursion

Can anyone enlighten me as to why Carnival has a minimum age of 16 for this excursion? If we were to book the activities separately, my 15 year old would be able to participate but this excursion that includes a multitude of activities has a minimum age of 16. Why? It just doesn't make sense. I have an email in to Carnival but though I would try the boards too.
