Is Giovanni's Table typically open for lunch on embarkation day on the Oasis, and if so, is it possible to use the CP View complimentary lunch at that time?

All Central Park View balconies come with a lunch at Giovanni's Table (Jamies Italian on the newer ships) and a bottle of wine.

You cannot book dining package reservations in advance.  Just walk in.

One cruise I had hurt my knee, but we chose to go ahead and go.  One of the best things we did was to eat lunch in Giovanni's.  Having to use a cane to get around, this was a wonderful way to enjoy the ship at embarkation.  We loved that meal.  It was a great way to start our cruise.
