That's not what the announcement said. They didn't say anything about eliminating people to people visits, only remittances to the island.

That's for sending money, it's not specific for travel.  They haven't even announced what the travel restrictions will be.

The article that that I read stated that all US travel to Cuba will be eliminated other than relative visits.
