Carnival policy on cancelling excursion due to bad weather

New to Carnival. If it's raining day of beach excursion, can you cancel and get refund?

Don't plan on it. Most shore excursions go rain or shine. If the operator or cruise line cancels for whatever reason, you get refunded automatically.

What if you cancel the shore excursion before the cruise/final payment date? Will you get penalized?

both Carnival and private tours have cancellation policies, just not on the same day.

Here is a copy and paste of Carnival's excursion cancellation policy for Carnival excursions:

 

For online cancellations of excursions or Carnival LIVE purchases that occur before the cut-off window (24 hours prior to sailing), a full refund will automatically be posted to the credit card that was used to pay for the shore excursion order, regardless of whether the person who made the purchase is sailing. Please allow 7-10 business days for the credit to post to your account. No changes can be made after the cut-off window until sailing and must be approved by the Shore Excursion Manager onboard. For cancellations made once onboard, any refunds will be made to the Sail and Sign account of the order’s contact person, not the original credit card used to secure the online order. This condition applies even in the event that shore excursions were purchased as a gift by someone who is not sailing.

Cancelling an excursion before the sail date due to a long term weather forecast of rain is hardly advisable.  90% of the time, a rain forecast is wrong, or the rain falls later in the day when you are back on the ship.

 

Carnival has cancelled excursions and given full  refunds when weather conditions are dangerous due to high winds or lightening.  I've seen excursions at tender ports cancelled for wind and tides.  They normally do not cancel due to rain showers.

Cancelling for rain is a hit and miss. You will cancel and it turns out to be a nice day but not perfect. It's your risk. I have never tried to cancel an excursion based on weather. I let the cruise ship do that.

Per above ... not because of rain showers ... only cancelled for very rough seas.

DW was signed up to do the helmet dive.  The day before, the seas were kind of rough but not real bad.  The morning of the dive, they cancelled it because they said even though the seas were calm that day, it was too murky under water to be able to see anything.
