I haven't tried yet but can you use a $250 CN cert when the cruise is $229, that's before taxes and port fees which would send it over $250. thanks

I'm pretty sure yes, but the cruise has to be minimum 5 days i think.

Yes you should be able to.  We used two ($500) and I had them add the daily service charges in before the cruisenext was applied so we didn't lose any $$.     You can definitely use them to pay port taxes, fees and daily service charges.
