The thing is it takes time to go to an exchange to change the money. So really your tip isn't that helpful to the person if the have to take time out of their day, especially if they still need to work.

In many countries, finding money changers is not a big deal.

Or, if it is a country near the EU, the person will hold Euros, for their next trip.  Or change it with a friend who is traveling.

It not a huge deal for many people.  And for tipping, those people get all sorts of currency.

Or, if the work in a hotel, the hotel will change it for them.

MANY ways.

We're treasurers of an ancient church in a UK beauty spot, which has hundreds of visitors a year. Many leave donations in all kinds of currencies, and we look for people who will be going on holiday to these countries; at the moment it's Norwegian krone.

One problem we have is that people save money from previous visits, so we've been left with a paper £10 note which visitors had left over from years ago (our notes are polymer); a willing bank might exchange it if we have an account there; we also get the old £1 coins, which are valueless.

However, we're grateful for whatever people want to give.

We were asked at out hotel in Vienna if we would trade Euro for a pile of small denomination US bills and US coins.   Guy behind the counter says it was just a hassle for him because it was such a small amount. We were happy to oblige.

Anyway, I would think another possible motivation for business people who would take outside currency is they might add a little to their net income by using a very favorable exchange rate.  I could see them tweaking the XR in their favor as a kind of carrying charge.
