Are Passports Still Required

Since the border between USA and Mexico is now open, do we still need a passport for cruises that just go to Mexico?

They never were required. If it’s a closed loop cruise (start and end in US), can get away with other forms of ID. There is a risk, however, if an emergency happens and you need to fly back, you would need a passport. Very small risk in my mind, but worth mentioning.

The cruise must start and end in the same US port. That is a critical requirement.

 

When was the border closed?

The "border" was never closed for cruise passengers, nor did US citizens who are passengers on a closed loop cruise ever need a passport. An official (not hospital-issued) birth certificate and government photo ID such as a drivers license is the minimum documentation required. 

 

As already noted there is a small risk in not having a passport should you have to return to the US early.

The border was never closed at all!

Cruisers on a closed loop cruise have never "needed" a passport.

We don't cruise anywhere without one but it has never been "required".

The border never was closed.  I live in Tucson, Arizona and also have a home in San Carlos, Sonora, Mexico.  No  problems crossing the border over the last few months other than maybe too many semis in the way.  I wouldn't travel anywhere outside the country without a passport.  Got my first one my senior year in high school, 49 years ago.
