Say I pay my cruise with a CC for he points. I pay off my CC

I then cancel my cruise.  Now I have a Credit balance on my CC

On most CC does that credit balance just site there until you use it up

That could be substantial when booking a cruise.

It's does, but you can secure message or chat with the CC company and ask if they will send you a check. NO harm in asking.
